control@ with fixed acceleration at rel64-mode

the accel-parameter is a factor to the incdec-parameter. accTsh is a threshold in ms below which this factor is applied. example: incdec: 0.01, accel: 8.0, accTsh: 300 if you turn the knob slower than a tick/300ms normal increasing of the value by 0.01 is applied. if you turn faster than the threshold the acceleration factor is applied scaled between 1(no acc) and 8 at the theoretically speed of turning-ticks of 0ms.
